How to express the concept of 'setting' and to deal with the vast wealth of evidence that I am finding related to Keswick. It is quite mind-boggling in trying to synthesise how the setting of Keswick contributes to its significance. Can or should we separate the 'setting' of Keswick Conservation Area (a concept defined in the planning guidance) from the wider concept of the Outstanding Universal Value of the English Lakes? The guidance calls for it whilst the pressures of development exist. The list of associations is immense:<br />
Wordsworth, Shelley, Coleridge, Southey, Lamb, West, Farington, Turner, Wright, Ruskin, and so the list goes on......<br />
and then there is Ebeneezer Howard, Canon Rawnsley, Keswick School of Industrial Arts...<br />

Letters from the architect provide a fascinating insight into the client / architect relationship and reveal how, despite the intervening 150 years, his comments are as fresh as if he wrote them yesterday. A very enjoyable experience to get sucked into the detail of this building and discover its intricacies.<br />

We have helped to secure listed building consent and planning permission for the change of use of the old Bishop's Palace in Chester from offices to a Wedding Venue. Really looking forward to seeing the wonderful interiors come to life with a sensitive scheme.</span><br />

<span style="font-family: Georgia, Times New Roman, serif;">Our involvement with the building started early in 2016 when we were commissioned to undertake an appraisal to inform potential alterations. Our detailed Statement of Significance at the start of the process has informed the current scheme and we have gone on to prepare a detailed Heritage Impact Assessment and work closely with the new owners (Sanguine), the architects (Edge), Historic England and the local authority to secure the most sensitive scheme - a great new use for this Grade II* gem, which has been vacant for some time.</span><br />

Built originally in 1240 by "master mason Alexander" the vaulted crossing will be a site to behold with its beautiful lierne vault.<br />

A good, clear decision about the relevance of visual considerations when assessing setting. Visual or physical connections between a heritage asset and its setting are not essential and not determinative and Inspectors are required to provide a clear rationale and reasons if they depart from the views of statutory consultees and expert witnesses.<br />

Acknowledged issues of wide public importance could affect our future assessments and interpretation of the setting of heritage assets and has the potential to become important case law related to 'setting'.<br />

The case is due to be heard on 24th and 25th May 2017 in the High Court. Historic England will attend as an interested party. A kind lady (thank you Ann) recently pointed out to me that his 1864 edition had a drawing for a garden in Birkdale Park, one of Kemp's early creations. I was so surprised to find out that it is our site (the subject of a Conservation Management Plan), as I had read an earlier edition in which it is not mentioned - the moral being don't forget later editions! A stroke of luck.......<br />

It's not the same garden design, but his descriptions of <i>sea-side gardens</i> are very detailed and useful:<br />

"The mode of arrangement which I have found most satisfactory under such circumstances, is to give great prominence to <i>grass</i> in a garden, and, by banks of varied form and height, to secure some degree of diversity, obtaining shelter also by depressing certain parts of the lawn". </blockquote>
His prescriptive approach to gardening means that we have a strong guide for restoration in the spirit of Kemp, as well as the limitations of gardening along the exposed west sea-front, reclaimed from the extensive sand dunes running along this section of the coast, which plants he favoured and how the circumstances of having to suppress wind-blown sand, created a simplicity to the design, with the lawn and 'grass banks' having pride of place (made feasible and practical by the invention of the lawn mower in 1830), laid out in what he describes as "the shape of a sunk panel". From his detailed description we can identify that the wych elm, poplar and sycamore are probably daughters of the original planting, even if not the original trees.<br />

Wingfield Manor and South Wingfield</u> - acting as expert witness in January on behalf of the local planning authority, Mel Morris provided advice in dealing with heritage matters for a housing application for 90 dwellings at Inns Lane by Gladman Developments Ltd. This affected the setting of the Grade I Wingfield Manor and the South Wingfield Conservation Area. Despite lack of a 5-year housing supply, the Inspector concluded that the "<i>adverse impacts are too high a price to pay</i>." </span><br />

I shall be working closely with the architect at Purcell to identify how best to preserve the significance of the 1879 building and reveal its hidden history. <span style="font-family: Georgia, Times New Roman, serif;">The scaffolding has come down (July 2015) and the restoration is taking shape under Owen Ellis Architects instruction. Thanks to Neil for these latest images. Very exciting to see the building rise like a phoenix. If ever there was a case for proper restoration, this is it. Sash windows have replaced steel ones inserted whilst used as a college - yes, they are single-glazed, restored in conjunction with the original sash boxes found during the refurbishment. Lead-roll flat roofs have replaced felt. Exemplary and bold restoration by the developer.</span><br />
